International Conference on Silk-roads Disaster Risk Reduction and Sustainable Development
May 11-12, 2019
Beijing International Convention Center, CHINA
SiDRR Conference

1. Background
The Silk Road, beginning in the Han Dynasty (207 BC-220 BC), crosses more than 70 countries and affects some 4.4 billion people (63% of the world).
For centuries, the Silk Road has played an essential role in connecting the East and the West, through the exchange of the trade, science, technology and civilization. However, due to active underlying geological structures, including rapid tectonic uplift, climate change, and natural hazards (e.g., earthquakes, landslides, floods, typhoons, tsunamis, etc.) that occur frequently, these conditions place threats on both social development and livelihoods along the Silk Road.
Furthermore, numerous challenges related to disaster risk reduction exist in this area, including a lack of background information and data sharing mechanism, as well as an absence of a scientific risk assessment method, and mitigation countermeasures etc.

As a result of this serious situation and integrated with the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals 2030, there is an urgent need to promote international cooperation in disaster risk reduction and sustainable development along the Silk Road. Resilience against natural hazards must be improved and an international platform for joint research and information sharing of the field is needed. Therefore, an international research program for the disaster risk reduction along the Silk Roads is being implemented under the umbrella of SiDRR (Silk-roads Disaster Risk Reduction) by Chinese Academy of Sciences.
The implementation of this program will enhance disaster prevention and will contribute to our ability to guarantee the security of livelihood of the affected countries. Based on this understanding, the Chinese Academy of Sciences (CAS), China Association for Science and Technology, United Nations Environment Programme (UNEP) and International Scientific Partners will jointly host the International Conference on Silk-roads Disaster Risk Reduction and Sustainable Development in Beijing, on May 11-12, 2019.

Models for Higher Education Collaboration on Natural Disaster Risk Reduction, Response, and Reconstruction |
Organizer |
Institute for Disaster Management and Reconstruction (IDMR), Sichuan University - The Hong Kong Polytechnic University The Institute for Disaster Management and Reconstruction (IDMR), a collaboration between Sichuan University and The Hong Kong Polytechnic University, was founded after the massive Wenchuan earthquake of May 12, 2008. IDMR is a comprehensive research and educational institute with programs which span the full cycle of disaster risk reduction and response, and with notable strengths in disaster health sciences; natural science and engineering, social sciences, and education. Our core strategic approach is to integrate our disaster-related research, educational and service activities, through the creation of innovative multinational, multidisciplinary, and multisectoral partnerships. |
Convener |
Prof. Gretchen Kalonji Dean and Professor, Institute of Disaster Management and Reconstruction (IDMR); Former Assistant Director-General for Natural Sciences, UNESCO. |
Description |
Healthy higher education systems are of vital importance for the economic and social vitality of all of our regions, as well as for addressing pressing challenges to sustainable development. Of course, the vast majority of these pressing challenges, including disaster risk reduction, are shared across national boundaries. As such, the higher education community needs to develop increasingly effective models for international collaboration and for partnership with other sectors of society. The primary goal of this session is to share experience, particularly along the One Belt One Road, in targeting our university programs more effectively to disaster risk reduction, through international partnerships, curricular innovation and strengthened collaborations with civil society, the private sector and state and local government. |
Sub-topics & Organization |
Sub-topics include, but are not limited to: 1. Curricular transformation to promote multinational collaboration on disasters; 2. Models for collaboration on disaster and emergency medicine; 3. Challenges and opportunities for collaborations on transboundary hazards, particularly along the One Belt One Road; 4. Roles of students in promoting innovation in disaster risk reduction education and research; 5. Innovations in collaborations between universities, civil society, local communities and the private sector; 6. Pragmatics of international and interdisciplinary partnerships: Design, implementation and comprehensive evaluation. Organization: We will structure the session so as to provide ample time for discussion. |
