After the important spirit of implementing the strategy of rural revitalization proposed by General Secretary Xi Jinping at the 19th National Congress, the overall planning project of the Dujiangyan National Agricultural Comprehensive Development Pastoral Complex approved by the Ministry of Finance and the Ministry of Agriculture has attracted the attention of the government.

From December 22nd to 26th, 2018, the Urban and Rural Security and Regional Development Research Team (URSRDT) from the Institute for Disaster Management and Reconstruction (IDMR) was invited to participate in Chengdu's rural areas living environment (“Linpan”) restoration and protection planning project. The participants in the preparation of the program are experts from the UNESCO World Heritage Review Committee, Professor Ishikawa Mikiko (Introducing Project Experts), the International Institute of Architects Outstanding Contribution Architecture Gold Award and Pritzker Prize winner Ito Toshio Architect and Shanghai Tongji University Planning and Design Institute.

During the preparation of the program, the URSRDT and Professor Ishikawa as a consortium have conducted field visits to Dujiangyan several times. Through the detailed mapping of topography, water system (ancient water channel), Linpan settlement, roads, buildings, etc., the first geospatial database of the traditional villages in the western Sichuan Plain was established, Spatial technology is combined with historical culture to visualize the formation, evolution and development process of Linpan settlement. In addition, URSRDT conducted an in-depth analysis of the spatial form and historical water system of the Linpan settlement in half a century ago through the high-altitude variability aerial photography data of the western Sichuan Plain in 1962. Its scientific research attitude and scientific research strength also obtained Sichuan Province. The government is highly recognized.

After the completion of the planning and preparation, the mayor of the Dujiangyan Government, Mr. He convened the Standing Committee of the Municipal Party, the Minister of the United Front Work Department, the Deputy Mayor of the Municipal Government, the Deputy Director of the National People's Congress and the Vice-Chairman of the CPPCC and other municipal leaders and held a meeting on the “Tianfuyuan Farming Heritage Concept Plan”. A planning report was given by Kabilijiang Wumaier, Professor Ishikawa, and a PhD candidate Qiushan Li. The leaders and experts at the scene gave high praise to this plan and unanimously build the protection and restoration project of the elite irrigation area and Linpan settlement in the western Sichuan Plain based on the height of the declared World Heritage.

At the end of December, Mr. Lu, secretary of the Dujiangyan Municipal Party Committee, convened the deputy mayor of Dujiangyan City and the director of the Planning Bureau to discuss the implementation of the “plan”. In the meeting, the systematic analysis of Linpan conducted by URSUDT of Sichuan University was highly appreciated by the government of Chengdu City, Dujiangyan City and related units (the works were exhibited as a template in the elite irrigation district pavilion), and the URSUDT was fortunate to be invited to establish a research base for the  Protection and sustainable development p of the Linpan in western Sichuan with universities such as the Central University of Japan and Tongji University. The research base is aim to provide decision-making advice for the traditional settlements and the preservation of farming civilization in the west of Sichuan. At the same time, Professor Ishikawa, a specialist in the Introducing Project of Sichuan University, was also invited as the general counsel of the protection and development of the Tianfuyuan Farming and Civilization Heritage Site.
